Take the lottery system as it is contrived today but reverse it ....
Take the 14 teams who do not make the playoffs and put them in descending order based on record. This year it would look like this ( will assume Memphis gets in and phx doesn't for the example ).
phoenix 15 balls
Minnesota 15 balls
Denver 15 balls
new York 15 balls
new Orleans 10 balls
Cleveland 10 balls
Detroit 10 balls
sactown 10 balls
lakers 10 balls
Utah 5 balls
boston 5 balls
Orlando 5 balls
philly 5 balls
milwuakee 5 balls
The above teams are placed in the lottery with balls as shown. No team may be picked more than once ( other than traded picks ). A drawing is made for each spot in the draft starting with #1.
The top 8 teams in both conferences make the playoffs. These teams are seeded in reverse order based on record and placed below the teams that miss the playoffs. These teams are not involved in the lottery and begin selections at spot 15. So for next year SA Spurs would have the final pick.
Why I like my idea?
1. Because it gives incentive to win throughout the year. If teams in the 15/16 spots of the playoffs tank to try and get a bunch of balls for a lottery chance then they are missing out on making the playoffs and getting playoff money as an organization and missing on playoff games as a team ... and keep in mind those teams get good airtime playing the 1 seeds in round 1. The teams in the bottom still have incentive to win to increase their chances in the lottery but are not dependent on the lottery as a means to improving their team ... it puts the emphasis on management to do something ( make moves ) to make the team better. Tanking just lowers their chances of improving.
2. It livens up the playoffs for the following year. If the teams just on the outside looking in get a top rookie it can make for some shuffling at the top of the league where we don't always have the same teams for decades at a time in the conference finals.
There are some negatives ...
1. The management teams that remain incompetent will have bad teams for a long time ..... but that seems the norm now anyway.
2. Player Salaries would go up.
