Well, there could be tons of factors within an organization. You may have a moron owner who doesn't see the value in not getting swept, could be a coach who wants to win to save his job, placating to idiot fans who want to be an 8 seed. The list goes on and on. You seem very naive about this, which is kinda shocking being a Laker fan.
The GM can only do so much, many other people have that team's fate in their hands, it's not simply up to the GM. Just saw this play out here with the Sabres last year, and the debate was whether the GM would instruct the coach to sit his top players to make sure they lose.
