Based on the numbers Dallas & Houston would be the "smart" teaser plays to get above the TD & close to pick. If we're talking 4 team 13 points then it's a whole different discussion where nearly everything looks good. I have found the taboo of crossing zero in a teaser doesn't apply as much on a 13 pointer if you're taking down say a 2-3 point fave.
