a) we're not a 'big' city (Ottawa metro's only about 800,000), b) the Senators rely heavily on 'walk up' sales, c) the arena's in the middle of nowhere (I presume it's similar to when the 'Washington' arena was in Landover), d) it's a bad weather night, e) the Sens play again tomorrow night against Montreal, so I presume the casual crowd would rather go to that game, instead of the Washington game, and f) sorry to burst your bubble, but the Caps aren't anywhere near the draw they were a few years ago (I'm pretty sure this isn't on the list of 'premium' games like the Penguins were on Sunday, or Montreal is tomorrow night).
As for why the ticket prices are so low, that I can't explain - I know the team just signed a deal with StubHub to be a re-seller, so it's possible that's just the team trying to offload inventory. Plus, I'm not positive, but most of those seats listed look like they're in what's called the "Coca Cola Zone" where tickets are only around 15 dollars to begin with, so let's not make it out like you're sitting next to the glass for five dollars.
