I don't understand why this would be the NFL's fault. The CBA states that a player who is eligible for the draft cannot elect to bypass the draft and apply for selection in the supplemental draft. I think if the NFL allowed this it would open them up to all the players who would have liked to have done this due to an injury or some other issue.
