Best Franchise to never win a superbowl?

So was discussing this with a buddy .... what is the best franchise to never win a super bowl?

He said the Buffalo Bills.
I said the Vikings.

We did have the rule that pre-superbowl success doesn't count ... so the Browns or lions for instance wouldn't benefit from activity prior to super bowl 1.

Agree Vikings, have been competitive most years of my life and were likely the best team in the league when they lost to Falcons

Browns would win it going away if we looked at NFL history rather than simply changing the name of the game to "Super Bowl". But I don't want them to be counted because it would seem to dismiss their many NFL championships.

I'll agree Minnesota. The Bills were a flash in the pan. A very bright flash.
