If you're in some sort of picks contest, they don't change the lines so everybody that plays has the same number.

As for the move, my guess is after seeing Messy St (one of worst teams in SEC) handle Tulsa yesterday, Tulsa a team that took Cincy down to the wire a couple weeks ago (Cincy winning on a FG as time expired), and seeing this is a major mismatch with Georgia being one of the best out of the SEC, Cincy not on their level, etc.
